Jacksonville Outreach "Jacksonville Spring Hot Tub Show"

The Consumer Home Show represented multiple businesses and contractors which gave consumers and the  general public the opportunity to see multiple venues at the same location.DBPR staff was able to distrubite Child Labor pamplets to business owners in regards to hiring minors.  There were several questions in regards to age and prohibited occupations for minors. DBPR staff had the opportunity to explain the purpose of the Child Labor Program.  Child Labor Presentations was promoted heavily as an valuble learning tool for all businesses.

Gainesville Outreach "Contractor Coalition"

DBPR staff met with the Troy Glowth of the local Contractors Coalition. Ways in which DBPR can help him to form his new coalition of contractors was discussed.   DBPR staff discussed the problems licensees are having getting jobs when so many UL contractors are taking jobs, and ideas of how to promote licensed contracotrs and getting this information out to the public.

Orlando Outreach "Kissimmee Utility Authority"

DBPR staff attended the Kissimmee Utility Preferred Contractor’s meeting and presented information on unlicensed activity enforcement.  Department literature was distributed along with information on how to report unlicensed activity, how to verify a license and how to file a complaint if necessary.   

Miami Outreach "Town of Surfside Building Department"

DBPR staff visited the Town of Surfside Building Department to share DBPR brochures and provide contact information for future collaborations with unlicensed contracting.

Tampa Outreach "Lakeland Police Department's Citizen Police Academy"

DBPR staff gave a presentation on Unlicensed Activity Enforcement at the Lakeland Police Department’s Citizens Police Academy. Along with the presentation, Department literature was distributed with information on how to report unlicensed activity, how to verify a license and how to file a complaint if necessary.  

Margate Outreach "Florida Barber College"

DBPR staff conducted a presentation to all students and educators at the Barbering school. Excellent question and answer period. Students were eager to learn about the department and the inspection process

West Palm Beach Outreach "West Palm Beach Spring Home and Landscape Show"

DBPR staff worked a daily shift in the DBPR Information Booth at the Spring Home & Landscape Show in West Palm Beach. Investigators fielded questions from the public and other participants from the show.

Other vendors participating in the show were appreciative of the DBPR'S participation and especially appreciative of disbursement of literature to the public on the subject of Unlicensed Activity. 

Tallahassee Outreach "CHOICE High School, Technical Center, Cosmetology School"

Presented information to the students of CHOICE Techincal School's Cosmetology Program, afternoon program, as to the definitions of cosmetology and barbers licenses, what is looked for when an inspection is performed and to answer any "what if" questions that the teacher might not be able to answer or not know

Tampa Outreach "Seniors Vs. Crime Prevention Fair "

DBPR staff set up a booth to distribute DBPR unlicensed Pamphlets and interacted with senior citizens.  Also in attendance were several law enforcement agencies as well as guest speakers.    

Gainesville Outreach "Salon Professional Academy"

DBPR staff conducted a Power Point presentation. The Goal was to inform and eduacate students of laws and rules as they apply to safety, sanitation and licensing.

Tampa Outreach "Electrical Council of Florida"

DBPR staff gave a presentation to the Tampa Chapter of the Electrical Council of Florida.  This association is comprised of licensed electrical contractors.  The presentation focused on Unlicensed Activity Enforcement and how to report ULA to the Department.

Fort Myers Outreach "ULA Multiple Jurisdiction Task Force

DBPR staff gave a powerpoint presentation to the Multiple Jurisdiction Task Force. The task Force included a Worker's Compensation Supervisor, a Representative from the State's Financial Services Fraud Department and Palmetto Police Department. The Task Force discussed Unlicensed Activity

Orlando Outreach "North American Veterinary Conference"

DBPR staff set up a booth at the Conference. DBPR pamphlets were distributed. Attendees asked questions regarding their license and how to obtain a Veterinary license.

Miami Outreach " Community Association Manager Workshop"

Representative Gibbons put together a workshop, with question and answer type format and open discussion with staff from various police departments and the state’s attorney’s office on condominium issues. 

West Palm Beach Outreach "Office of the State Attorney-Special Prosecutions

DBPR staff collaborated with a Paralegal for the Special Prosecutions Divisions for the Office of the State Attorney to discuss and gather information that may be available for a case that Special Prosecutions Divison is working.

Jacksonville Outreach "Mary Poppins Stage Production"

DBPR staff observed a stage play the included minors. The objective was to make sure the production was ran according to child labor laws. DBPR staff observed the security, environment and schedule for the minors. Minors entering and leaving the stage by  performing; singing, dancing, running, climbing stairs, riding on the backs of other performers along with just standing and sittting with no hazards was also observed.

Tampa Outreach "Farm Labor Meeting/Seminar with H2A"

This presentation consists of Farm Labor laws and some USDOL laws.  The goal is to consistantly keep the Farm Labor Contractors informed of the law and changes to it, in order to minimize possible future violations and to stay in compliance.

Gainesville Outreach "Marion Co. Building Department"

DBPR staff met with Marion County building Department's Licensing Agent to Discuss ongoing issues within County with licensed and unlicensed contractors.

Margate Outreach "Understanding Condominium/Assoc. Laws"

This Workshop Session for Police/Law Enforcment hosted by Representative Joe Gibbons. DBPR representatives including Condos and Regulation staff were present. Questions and answers were posed by attendees, and a review of the laws/rules involving community assications were discussed. Secretary Ken Lawson was a speaker at this training session. 

West Palm Beach Outreach "Villiage of Wellington Code Compliance"

DBPR held a phone conference with Cindy Drake, Cope Complaince Officer at Village of Wellington Building Department. DBPR staff discussed the requirement for licensure of Veterinarians, speciffically Equine Vets, and the establishments were discussed.

Margate Outreach "American Institute of Beauty"

DBPR staff spoke with students and alumni at an "open house" event at the school from 5-8PM Topic of discussion was the importance of obtaining licensure with the department.

Tampa Outreach "Pinellas County Sheriff's Office"

The purpose of the outreach was to provide the audience with information on unlicensed activity enforcement and to discuss a partnership with DBPR and PCSO for future proactive enforcement.  The reporting investigator gave a Power Point presentation on proactive enforcement.  The outcome of the outreach is to partner with PCSO in a proactive enforcement operation in early December.

Tampa Outreach "City of Anna Maria Building Department"

Discussion was held with Building Official Bob Welch as to unlicensed activity on Anna Maria Island.  DBPR Pamphlets were given to B. O. Welch for distribution in the Building Dept lobby.  B. O. Welch is also the plans examiner for Anna Maria and he explained his procedure for Home Owner pulled permits.

Orlando Outreach "New Smyrna Beach High School"

DBPR staff was invited to speak at New Smyrna Beach High School by Mrs. Tara Shea, O.J.T.Teacher.  The goal was to teach 9th-12th grade students about the Florida Child Labor Law.  All the students were very receptive and engaged in the presentation and presented the staff with many questions, all of which, were answered. 

Jacksonville Outreach "St Johns Co. Buildiing Department"

Investigator Reagan visited the St. Johns County Building Department and discussed permitting and unlicensed activity in the area.  

Fort Myers Outreach "Parade of Homes Showcase"

Participation was requested by Tallahassee Program Lead.  Full set-up of event booth primarily involving ULA activities across multiple boards.  Handed out brochures to attendees and provided answers to any questions.

Gainesville Outreach "Salon Professional Academy"

A Power Point Presentation was presented to the students about the laws and rules, as they apply to safety, sanitation, and licensing. There was a great response from the students.

Orlando Outreach "Property and Casualty Meeting"

Insurance company representatives provided information regarding licensed and unlicensed contractors that may be in violation of Florida Statutes.  License categories covered included CILB disciplines, home inspectors, and mold related services.

Margate Outreach "Florida Barber School"

Educational presentation to students in a Barbering  program located at a school in Pompano Beach. Conducted 3 presentations to all students at the school. Excellent question and answer period. Students were eager to learn about the department and the inspection process.

Orlando Outreach "Great American Teach In"

DBPR Staff attended an outreach for the children of Morning Star School at an event called, “The Great American Teach In”.  The students met in their classrooms and were presented with information pertaining to being an investigator.  Topics included; what an investigator does, how to become an investigator, what degree (s) are needed, etc.  The children received the information well, and interaction was encouraged with much participation.

Tampa Outreach "CILB Board Meeting"

DBPR staff met with FCILB Director Drew Winters, OGC Chief Attorney Paul Waters and with all members of the Florida Construction Industry Licensing Board.  Discussed ULA proactive and reactive efforts, status of current case loads and functions of FCILB. 

Jacksonville Outreach "City of Jacksonville Beach Building Department"

DBPR staff visited the City of Jacksonville Beach Building Department and dropped off Unlicensed Activity Pamphlets/Brochures for CILB and ECLB and discussed unlicensed activity in the area with Building Official Jon Hays. No unlicensed activity in his area and not many owner/builder permits being obtained.

Gainesville Outreach "Chiefland High School"

DBPR staff educated students on the Child Labor Laws, things they can and cannot do in the workplace and their rights as minors. In this outreach students are given a little history as to how the Child Labor Laws came about during the Industrial Revolution, and why it is so important they learn the rules that must be followed by them and the employer.

Tampa Outreach " Florida Swimming Pool Association"

DBPR staff discussed the Departments efforts to identify and eliminate unlicensed activity. Ideas on how the licensee can assist DBPR were discussed and Department literature was distributed to include brochures, ULA hotline cards and other trinkets.

Pensacola Outreach "West Florida Home Builders Association"

This presentation was a joint effort by DBPR Staff and Escambia County Building Official Amru Meah and his staff.  Meah spoke on building department operations and ways his department could assist the attendees, and his staff provided clearer code interpretation. During Q&A session Investigators addressed DBPR’s ULA enforcement activities, described the various ways ULA is combated through investigations, sweeps and sting operations.  Attendees were advised when ULA is reported DBPR will either directly or through the assistance of the local enforcement agencies immediately address ULA complaints.  Contact information was provided.

Miami Outreach "South Florida Institute of Technology"

Students were educated on licensing for contractors, DBPR role, and complaint process.  Students were provided brochures and DBPR website for Florida Statute review.

Jacksonville Outreach " Real Estate Agents, Brokers and Jacksonville Sheriff Office"

DBPR along with the SAO 4th Judicial Circuit, Tom Stephens Better Business Bureau and Ken Amaro Consumer Advocate for Channel 12 news gave a presentation to the attendees on unlicensed activity.  Each agency touched on their approach to unlicensed activity and gave information to the audience on how to contact their specific department to report unlicensed activity as well as file complaints.  Jacksonville Sheriff's Office was in attendance along with Northeast Florida Builders Assoc. Attendees had a lot of questions and expressed how they enjoyed the presentation.

Miami Outreach "South Florida Institute of Technology"

Distributed flyers and followed by Q & A Session for contruction students, Electrical students and  A/C students, at South Florida Institute of Technology.  Students were educated on licensing for contractors, DBPR role, and complaint process.  Students were provided DBPR website for Florida Statute review

Tampa Outreach "Senior Citizens of Tampa"

DBPR staff member gave a Powerpoint presentation on the topic of protecting oneself from unlicensed contracting to the Sheldon West Neighborhood Watch.  The reporting investigator provided the audience with department literature on the aforementioned topic.  It appeared that the presentation was effective as the audience posed questions that displayed an understanding of the material presented.

Tampa Outreach "Enforcement and Licensing Officials Networking Group"

DBPR staff attended the E&LONG meeting at the Pinellas County Contractor Licensing Offices.   Topics of discussion were Unlicensed Activity Enforcement, ADA requirements to have a lift installed on commercial pools with a perimeter over 300 feet, and deceptive advertising in regards to window film as hurricane protection. 

Tampa Outreach "Smart Seniors in Today's Economy"

Investigators from the Tampa Satellite Office staffed a table at the Smart Seniors in Today’s Economy Expo held at Hillsborough Community College - Brandon Campus.  Department literature was distributed on the importance of hiring a licensed contractor, how to verify a license and how to file complaints.  In addition to staffing the table, a presentation was given on avoiding Home Repair Fraud. 

Jacksonville Outreach "North East Florida Building Association"

DBPR staff discussed the unlicensed sting operation for Sept. to NEFBA members. The audience was taught how an unlicensed sting takes place and went through the events leading up to the final take down day.  JSO was present along with a SAO representative.  It was explained to the audience what each agency does to assist DBPR.  Explained to audience all the agencies involved; DBPR, JSO, SAO and Workers Compensation

Gainesville Outreach "Citrus County Association Home Show"

DBPR manned a booth at the 35th Annual Citrus County Builders Association Home Show.   Provided brochures and answered questions regarding the many professions reulated by DBPR to the public, licensees and contrators.

Tallahasee Outreach " Taylor county Judge, Building Official and Sheriff Outreach"

DBPR staff met with Taylor County's Judge Buddy Murphy, Sheriff L.E. "Bummy" Williams, Building Official Danny Griner, and Investigator Cla Parker. The Topic of discussion was Unlicensed Activity and Construction Cases.

Tampa Outreach "City of Tampa Construction Services"

Spoke with Staff member concerning interaction with DBPR; building Department questionnaires sent to the city from DBPR; unlicensed activity coordination, permits and inspections.  The Investigator provided staff member with several informational DBPR pamphlets to provide to their customers, including information on unlicensed activity. 

West Palm Bch Outreach "Delray Beach Building Department"

Investigator provided staff member with several informational DBPR pamphlets to provide to their customers, including information on unlicensed activity. 

Jacksonville Outreach "Flagler Beach Building Department"

DBPR staff visited Flagler Beach Building Department and dropped on Unlicensed Activity..the Big Warning Signs for them to have.  They wanted to use them for post hurricane disasters. 

Tampa Outreach "Tampa Bay Area Intelligence Unit Meeting"

DBPR staff attended the monthly meeting of the Tampa Bay Area Intelligence Unit (TBAIU) which consists of local private companies and law enforcement meeting to discuss crime intelligence in Tampa Bay and surrounding areas.  The focus of this meeting was on security issues with the upcoming RNC (Republican National Conference) being held in Tampa, FL in August 2012.  Attendees shared crime intelligence information as it was related to their community and agency.

West Palm Beach Outreach "Educational Seminar"

DBPR staff attended the Landscape, Spa, and Home Show – many remodeling contractors had booths at show.  Distributed ULA literature to the public, and instructed them how to check a contractor’s license.

Tallahassee Outreach "LYND Manager and Maintenance Personell Education"

The Department received a phone call from Larry Nellis of Hart Contractors (CBC1255765) who does Code Enforcement Corrections for LYND properties in the Tallahassee area. NELLIS was asked by LYND management to speak to their property managers and maintenance personell in regards to the requirements of licensure and permits for work performed on their properties. NELLIS requested the presence of a DBPR investigator and City of Tallahassee Code Enforcement Inspector Anthony Maccarone. This Investigator and Inspector Maccarone provided clarification to several questions the audience had regarding permits and licensure for airconditioning, plumbing, and electrical work.

Tallahassee Outreach "Fun Station Jr."

On April 9, 2012, DBPR Investigator visited the Fun Station Jr. Owner at his store location- located at the above address.  The purpose of this employer training outreach was to educate the owner on the recurrent violations and also on our Florida Child Labor Law. The owner  and DBPR staff discussed all aspects of the law: hour limitations, breaks, waiver forms, hazardous occupations, violations, proof of age, etc…, especially the three violations: working minors during school hours, working minors without a 30 minute break, and working minors without the proper proof of age.    Currently there are four minors employed.

Jacksonville Outreach "Insurance Fraud"

DBPR staff was contacted by the Dept. of Insurance Fraud Unit to discuss a sting operation they want to conduct on licensed roofers who are scamming the public.  Cpt. McCoy stated he would like for the Jax office to be involved.  They are going to have a roof inspected and then bring roofers out that they have had complaints on to see if they get on the roof and cause damage to the roof  so they can get the job. They will have surveilence camera's and undercover working the site.  Cpt. McCoy will be contacting the Clay Co. sheriff's office and meeting with them first and then will make contact with RPA Sandra Rentfrow for a follow up meeting.

Tampa Outreach "Meeting with Hillsborough County Deputy Tax Collector"

Jacksonville Outreach "Meeting with Law Enforcement"

Holly Cochran met with Sgt. Gregory Beaver with the St. County Sheriff's Office and dicussed what DBPR does and the possibility of their   assistance with a CILB/ECLB undercover sting operation.  Sgt Beaver was open to the idea and stated to contact him when needed.

Tampa Outreach "Tampa Police Department"

DBPR staff spoke with the Tampa Police Department Unlicensed Criminal Activity Investigator, Wayne Robinson regarding mutual agency efforts to combat ULA.  Provided Investigator Robinson with DBPR pamphlets on Unlicensed Activity which will be placed in the department lobby.  Also discussed coordinating outreach efforts to discuss Unlicensed activity during Crime watch meetings in the City of Tampa.   

Tallahassee Outreach "Zacadoo's Grille"

On April 17, 2012, DBPR staff visited Zacadoo’s Grille owner at the above address.  The purpose of this employer training outreach was to educate the owner on Florida Child Labor Law. The owner, Mr. Edward Bhawanie and I discussed all aspect of the law: hour limitations, breaks, waiver forms, hazardous occupations, violations, proof of age, etc…   Currently there are four minors employed.

Tampa Outreach "Elder Consumer Protection Law Day Think Tank Breakfast"

DBPR staff attended the Elder Consumer Protection Law Day Think Tank Breakfast at Stetson College of Law. The guest speaker was Hubert “Skip” Humphrey, III – Assistant Director of the Office for the Financial Protection of Older Americans – Consumer Financial Protection Bureau. Mr. Humphrey gave a short presentation then there was discussion about local efforts to protect older consumers from financial fraud and scams. 

Jacksonville Outreach " Division of Condominiums Education Seminar"

DBPR staff partnered with Jan Shekitka, Research and Training Specialist with CTHM on an Educational Seminar. Each licensee received one hour of Continuing Education  Credit by the Division of CTMH. 

Jan gave his presentation on Budgets, Reserves, Financial Reporting and the Complaint Process. (about 35-40 mintues) Once he completed his presentation I conducted  a Q & A with with the audience.  I covered topics to include alleged violations of 61E14-2.001 Standards of Professional Conduct : section (b) A licensee shall not knowingly fail to comply with the requirements of the documents by which the associastion is created. Section 6 (a) (b) A licensee shall not withold possession of any original books or records of the  association; A licess shall not deny access to association records.

West Palm Beach Outreach "East Coast Migrant Head Start Meeting"

This meeting was an opportunity for the DBPR Investigators to meet Mrs. Matilde Ortega and Mrs. Sarah King of the East Coast Migrant Head Start Project and to learn their mission as it relates to outreach and in-house services to Seasonal families of  Agricultural workers.  The Head Start Project gives them free services such as; child care, school readiness, health services, nutritional meals, transportation, and many more.  To be eligible for these services, their children must be between the ages of 6 weeks to 5.11 years, and the family's primary income must derive from agricultural work.  As representatives of the Department of Business and Professional Regulation, we, investigators explained  the Department’s mission as it relates to Chapter 450, Part III, F.S. (Farm Labor Contractor Registration Law) and our role within it, especially the enforcement that is designed to protect the Florida farm workers.   We covered the points of law without being too detailed but still provided a full understanding of what is required by Florida Statute such as;  Liability Insurance, Worker's Compensation, resolving complaints, inspection of the transportation vehicle, field sanitation and safety.   The meeting was very informative.

Tampa Outreach "Farm Labor"

DBPR staff conducted an office visit to discuss federal requirements for registration and possible changes for fingerprinting requirements, Also to discuss field sanitation procedures and possible alternatives to shortage in workforce.

Jacksonville Outreach "Community Association Manger (CAM)/ Presentation"

DBPR staff partnered with Patrick Flynn, Education and Training Coordinator with the Division of Condominiums to give a presentation on Community Association Management and Condominium Associations Management.

Jacksonville Outreach "National Center for the Prevention of HM Imp Fraud"

DBPR staff spoke with  homeowners on the importance of hiring licensed contractors.  Discussed unlicensed activity and how to check licenses and explained how to file complaints. Event was not as big as what the organization would have liked but the audience that was there was very interested.

Orlando Outreach "Clerk Of Courts - Record Storage Facility"

DBPR staff provided Ms. Ledeynr with general information on the role of the Division. Details were provided about Unlicensed Activity Enforcement and how to report Unlicensed Activity.

Tallahassee Outreach "North Florida Home Show"

DBPR staff manned a booth at the North Florida Home Show.

Pensacola Outreach "Afternoon Speaking Engagement at Choice School"

DBPR staff spoke to students in the afternoon class at CHOICE High School and Technical Center in Ft. Walton Beach in regards to the Department's role with regulation and inspections of Cosmetology and Barber establishments. Material distributed went over what licenses were needed to perform certain services, what we look for during an inspection, and the disciplinary process of NNC, Citation and Case. It was also emphasized that as Inspectors and Investigators we wanted to have compliance and would allow for such if it was possible during the inspection. Dangers of MMA were also covered in this presentation. A teacher and multiple students were unaware of the new rule change to supervised practice in which a student must pass both parts of the exam and submit their application before working. They were still under the impression/taught that as long as they had applied to take the exam, they would be able to work. A question of apprenticeship/supervised hours in a licensed salon (which is required by the school) was brought up and the students were informed that compensation is not defined, therefore credit hours could count as compensation. Students were told that they could perform shampooing and sweeping for compensation. 

Margate Outreach "City of Sunrise Building Deparment"

Presentation was geared toward introducing ourselves to the Building Official, Mary Langley, and providing printed materials (brochures etc). DBPR staff exchanged information, provided additional phone numbers so that we may work together. Discussed ULA and what we can do to help combat unlicensed activity.  

Tampa Outreach "CTMH Education Team"

DBPR staff attended an Outreach event with Jan Shekitka (CTMH) at the Crystal Bay Travel Park.  Mr. Shekitka gave a presentation to members of the travel park’s cooperative. Division of Regulation members were on hand to answer any questions in regards to Community Association Managers and gave information on the importance of hiring only licensed construction contractors to do work on park property.   Department brochures were provided to the cooperative’s Board of Directors. The presentation was well received and attendees appreciated the information. Plans for additional outreach events with Mr. Shekitka have been scheduled. 

Margate Outreach "Billy Elliot"

Production of Billy Elliot at the Broward Center features minors. Traveling with the show are parents, guardians, teachers, trainers and a physical therapist.  Safety, and security are primary concerns of the production staff. 

Appears to be a very well run , organized production, with a safe working and living environment. 

Tampa Outreach "Farm Labor"

At her request, DBPR staff spoke with Bettsey Delgado, Program Specialist for Redlands Christian Migrant Association. Main topic of discussion was the location of the Farm Labor Contractors in specific areas of Central Florida, in particular, Hardee, DeSoto, Highlands, and Polk. Ms. Delgado inquired as to the main requirements and responsibilities required of Farm Labor Contractors by law. The focus is to provide better resources for the children of farm workers in the region.

Margate Outreach "Educational Seminar"

Educational Seminar presented by the Division of Condominiums, Timeshares & Mobile Homes. Discussion included information on budgets, reserves, financial reports, and the complaint process.

Jacksonville Outreach "Cosmetology"

On 03/13/2012 DBPR staff met with State Attorney Investigator Tommy McKenzie to discuss DBPR licensing requirements for cosmotologists and what requirements the state has for what is on a license. 

Tampa Outreach "West Central Florida Area Agency on Aging"

DBPR staff attended the West Central Florida Area Agency on Aging Task Force meeting.  The meeting centered on planning of a “Savvy Senior” event that will be held in October. The theme of the event will be preventing financial exploitation of the elderly. During the October event DBPR staff will be giving a presentation on preventing home repair fraud.

Orlando Outreach "Property and Casualty 626 Criminal Intel Meeting"

DBPR staff provided participants on information as to the role of the Division of Regulation and professions we regulate. I also provided contact information for questions and information on what we look for to help determine a violation.

Orlando Outreach "EHX 2012"

DBPR staff provided information to licensees, potential license holders, as well as the general public about information renging from how to file a complaint for application questions. Investigators also answered questions about where to find infrmation apply for a license using our website.

Tampa Outreach "CTSMH Education Team"

DBPR staff attended an Outreach event with Jan Shekitka (CTSMH) at the Terra Siesta Travel Park.  Mr. Shekitka gave a presentation to members of the park’s cooperative.   Division of Regulation members were on hand to answer any questions in regards to Community Association Managers and gave information on the importance of hiring only licensed construction contractors to do work on park property. Department brochures were provided to the cooperative’s Board of Directors.   

Tampa Outreach "International Electrical Showcase"

DBPR staff gave a presentation at the International Electrical Showcase. Those in attendacne were apprentice electricians who were studying to become journeyman electricians. Informtion was given about the Department, including licensing requirements, what type of work requires a license and unlicensed activity enforcement efforts. Positive feedback form those in attendace and a request from the educational coordinator at International Electrical Contractors, Inc. for future presentations.

Tampa Outreach "Temple Terrace Senior Expo"

DBPR staff attended the Senior Exp which catered to individuals over the age of 60. Several venfors and service agencies present. Educated consumers on the importance of protecting themselves and their investement by ensuring the hire of licensed contractors for any construction or electrical realted work they may need to have done in their homes. Distributed brochures and other Department information and advised them of all department contact information including the website and ULA hotline. The information was well received an appreciated.

Tampa Outreach "Clearwater Building Deparment"

DBPR staff met with the City of Clearwater Building Official Kevin D. Garriott and delivered DBPR pamphlets on Unlicensed Activity. Pamphlets to be placed in the building department lobby.  Unlicensed activity and other problems were discussed with Building Official Garriott.   

Tampa Outreach "CTMH Education Team Seminar/ROC Forum"

DBPR staff attended an Outreach event with Jan Shekitka (CTMH) at the Mobel Americana community in St. Petersburg. This was seminar presented by the local forum of the Residential Owner Communities (ROC). Shekitka gave a presentation to board members and allowed time for DBPR staff to speak to the group about Community Association Managers.  Questions were also answered in regards to licensing requirements of Community Association Managers and information was also given on the importance of hiring only licensed construction contractors to do work on park property.  Department brochures were provided to all present.   

Margate Outreach "City of Margate"

DBPR staff provided brochures and other hand-outs to the Building Official for the City of Margate.  In preparation for hurricane season, provided phone numbers and other information critical to the mission of the division. 

Orlando Outreach "Rotary Club Of The Villages Meeting"

DBPR staff provided information on proeffsions regulated by the department, how to file a complaint and check a license and what to look for to help spot unlicensed activity. Participant feedback was positive.  Many questions were asked. 

Margate Outreach "Building Official of Deerfield Beach"

DBPR staff me the Interim Building Official, John Donahue for the City of Deerfield Beach. Provided brochures and local contact numbers, in preparation for Hurricane Season on June 1, 2012.

Tampa Outreach "University of South Florida Pro Day"

DBPR staff attended the University of South Florida’s (USF) Pro Day in which National Football League (NFL) scouts and athlete agents (licensees) attempt to procure athletes for the upcoming NFL Season. 

The goals of the outreach were to: (1) inform licensees of current unlicensed activity enforcement efforts, (2) obtain ideas on future unlicensed activity enforcement, and (3) field any questions and concerns about current licensing issues.  Given the presence of friends and family members of athletes, the reporting investigator also engaged non-licensees in conversation about State of Florida athlete agent licensing requirements and the importance of contracting with a licensed athlete agent.

The goals of the outreach were met.  Attending licensees appeared to be pleased with DBPR’s efforts towards unlicensed activity enforcement.  Licensees offered a viable idea for future unlicensed activity enforcement.  This will be discussed with management for implementation in the near future.  Minimal questions and concerns about current licensing issues were expressed.  The added goal of informing friends and members of athletes about athlete agent regulation also served as an effective means of unlicensed activity prevention.

West Palm Beach Outreach "Farm Labor"

DBPR staff attended the Agricultural Meeting. The meeting was conducted as a speaker style presentation. This training aimed at Farm Labor Contractors and growers in the glades area but inclusive to anyone to ensure compliance with farm labor, transportation and Child Labor laws even though we did not discuss Child Labor. Knight Management discussed Child Labor in that absolutely no one under the age of 18 will be allowed onto the farm. This was an opportunity for DBPR Investigators to educate attendees about the law and any changes through enforcement and proactive out reach. We also discussed the up coming change to Finger Printing and advised that as soon as the particulars are known to us they will be advised also. Further we spoke of the need to be watchful of hiring simply because a driver has an application which is not accepted, Posting requirements, Driver License, Field Sanitation, Field payroll records and registration requirements. We Learn from other presenters namely management about their various requirements which are numerous and the farming industry as it relates to various protections Safety and quality control. The participants (audience) was afforded an opportunity to ask questions as it relates to requirements under chapter 450 part III, F.S.

DBPR staff provided information on professions regulated by DBPR, how to file a complaint and check a license, and what to look for to help spot unlicensed activity. 

Participant feedback was positive.  Many good questions were asked.  Participants also included other government agencies and law enforcement.  Additional brochures were requested, especially the Law Enforcement Quick Reference Guide.

DBPR staff met with DBPR Supervisor Division of Condominiums Jan Shekitka, FLAROC Attorney Lee Jay Colley, FLAROC President George Russell and performed a short presentation about the jurisdiction that the Division of Regulation has with CAM’S, how to properly submit a complaint, and explained the definition of the CAM statue. 

Gainesville Outreach "Farm Workers Meet and Greet"

This was a  BLUEBERRY field at Straughn Farms  in Waldo Fl. there were 80 workers present and the crewleader  Antonio Sanchez of North Carolina, gathered them  in the field and DPBR staff proceeded to review the MSPA Poster. Workers were informed of their Right to know, and who they should contact in case they have a problem in the work place. Workers were informed that they should inform the grower if they are having problems with the crew leader and also they could call our Department if they needed. Workers were each given a Farm workers Helpline card also. The workers expressed their utmost thanks for this service by the Department.,and were happy that the grower allowed this time for them to know their rights. Some workers asked questions and this Investigator answered.

DBPR staff conducted an outreach with Denny Blanton, Operations Manager at M&A Supply Company. A DBPR investigator explained that the department has been receiving complaints from licensed contracts that supply houses have been selling supplies to unlicensed contractors. A DBPR investigator explained that even though we cannot tell them who to sell supplies to and who not to, the DPBPR investigator provided his business card and information and merely explained the situation.  Mr. Blanton stated that he hears complaints as well from his licensed contractors that come into the supply house.  Mr. Blanton stated that he does not sell AC units to unlicensed contractors but will sell them parts. 

Orlando Outreach "Puerto Rican Chamber of Commerce of Central Florida"

On Wednesday, February 1, 2012, DBPR staff spoke at the “How to Start a Business Seminar” sponsored by the Puerto Rican Chamber of Commerce of Central Florida held at the Ana G. Mendez University in Orlando. The event was well attended by approximately 75 to 100 individuals consisting of present and future business people, local public officials, and students.The presentation, assisted by a large screen in the background depicting the Department’s website. The presentation lasted about 20 minutes and was followed by numerous questions about the different businesses and professions the Department regulates.

Tampa Outreach "Unlicensed Activity Presentation at the MCSO"

DBPR staff gave an unlicensed activity presentation for members of the Manatee County Sheriff’s Office and the Manatee County Building Department. The main focus of the presentation was the status of DBPR’s enforcement of unlicensed construction and electrical contracting. DBPR staff discussed applicable statutes, evidence requirements, probable cause samples, and methods of proactive enforcement. The presentation served as an effective means of strengthening the partnership between the attending agencies as well as increasing the uniformity of unlicensed contracting enforcement.  Agency business cards and references to additional department literature were provided to all attendees.

Met with building officail to discuss unlicensed activity. Provided him with DBPR brochures, bumper stickers and other advertising media for public.

Orlando Outreach "Kissimmee Utility Authority (KUA) Preferred Contractors Meeting

DBPR staff traveled to Kissimmee Utility Authority (KUA) and spoke with several licensed air conditioning and electrical contractors as well as Energy Auditors from KUA regarding unlicensed activity.  KUA personnel and DBPR staff exchanged information and discussed issues and concerns in the construction and electrical industries. Investigator Wing gave a PowerPoint presentation and provided CILB/ECLB brochures, DBPR bumper stickers, “hire a licensed contractor” cards and magnets.

Jacksonville Outreach "Jacksonville Master Electricians Meeting"

Spoke with the members on unlicensed activity.  Provided departmental information on sweeps and stings.  Discussed ways DBPR could better serve the licensee's and how they can assist DBPR with reporting unlicensed activity. Audience was very receptive and seemed impressed with how pro active DBPR has been. Kevin Tighe, Executive Director of the National Electrical Contractors's Association  asked if DBPR could speak at their statewide meeting in April.

Tallahassee Outreach "McDonald's Restaurant"

On February 15, 2012, DBPR staff conducted an unscheduled walk-in at the McDonald’s restaurant .  In attendance was the new store manager Mrs. Walker. The manager and DBPR staff discussed all aspects of the law: hour limitations, breaks, waiver forms, hazardous occupations, violations, proof of age, etc… Mrs. Walker was especially concerned about students who are enrolled in the local school’s OJT or DCT Program.

Tallahassee Outreach "Gadsen County Building Department"

DBPR staff made an appointment, and met with "Clyde" Collins, Building Official, and Olliver Powell, Code Enforcement Officer, at the Gadsden County Building Department on  February 21, 2012, at 1:00PM. The group discussed unlicensed construction activity and ways to end it. Neither of the Gadsden attendees offered knowledge of specific sites where such violations are in progress. 

The Gadsden County Officials were highly concerned about prevention of  unlicensed activity, and the enforcement of the Statutes and Rules on those involved. The group discussed work sites where no building permits are obtained.  

The issue of the involvement of local politics in certain individual construction projects was discussed. They were advised to provide the facts to us and  let DBPR handle those cases.

Orlando Outreach "Fraud Protection Resource Guide Meeting"

The Orange County Commission on Aging requested our input on information to include in their soon to be published Fraud Resource Guide. Representatives from other agencies in attendance include Orange County Consumer Fraud and the Seminole County Sheriff's Office. Feedback was positive.  The publication will include DBPR contact information for the general public as well as information from a variety of other agencies.

DBPR staff visited Flagler County Building Department to drop off "Report Unlicensed Activity" stickers for them to hand out to their Licensees and DBPR Magnets and Cards to hand out to homeowners educating them on hiring a Licensed Contractor.  Discussed unlicensed activity and how they are finding lots of owner/builder permits may be the cause of that and are looking at those jobs closely.

DBPR staff visited Flagler Beach Building Department.  BU was not there, met and discussed with Charlene about visiting 03/05/2012 to meet BU Rick McFadden and drop off brochures.

Pensacola Outreach "Bay County Building Department Outreach"

Meeting with Building Official Larry Conley and Inspector Rick Holmes, Chief Building Inspector for Bay County.  The discussion consisted of ULA and licensed contractors and unpermitted work.  It was discussed with Mr. Conley and Rick Holmes DBPR'S complaint process and the investigative process, as far as cases which have been prosecuted in their area.  

Tampa Outreach "Seniors Crime Prevention & Safety Fair"

The senior citizen community was provided with information and resources on preventing crime.  The event was organized by the Northdale Older Wiser Lively Seniors (OWLS), the Hillsborough County Sheriff’s Office, and the Hillsborough County Parks, Recreation, and Conservation.  DBPR brochures and promotional materials were provided to the audience members and the partner organization representatives.  The goal of the event was met as the audience appeared to display an understanding of crime prevention.

DBPR staff provided answers and assistance to licensing, continuing education, and compliance questions. Several participants were interested in filing a complaint and reporting unlicensed activitty, general feedback was positive.

DBPR staff provided answers to general Community Association Manager (CAM) questions.  The event was hosted by the Division of Condominiums,   Timeshares, and Mobile Homes. Participation feedback waa positive. DBPR staff addressed CAm issues that may not otherwise have been covered.

Presentation was geared toward students attending programs in cosmetology, barbering, and students receiving training in skin care, and nails. Students were provided with information regarding licensing, inspection and enforcment activitites. The instructor was especially grateful that sudents were provided with an overview of cosmetology and barbering  regulated by the department. Many questions were asked and answered.

DBPR staff gave a presentation on Unlicensed Activity Enforcement to a group of volunteers at the regional meeting for Seniors vs. Crime.  The presentation focused on detecting and report ULA to the Department of Business and Professional Regulation. Department brochures were distributed. The presentation was well received and attendees appreciated the information. Plans for additional outreach events were discussed.

In collaboration with USDOL Wage and Hour Division, DBPR staff conducted the State portion of the presentation. This seminar consisted of Florida Farm Labor Law and the US Law, County Health Department, as well as a presentation by Walter Jans, Dept. of Economic Opportunity H2A Representative.

Pensacola Outreach "Building Industry Association"

Discussed unlicensed contracting in Okaloosa and Walton Counties. Members of the Okaloosa County Sheriff's Office presented their efforts to help combat unlicensed acticity. Encouraged strengthining local enforcement of the unlicensed contracting laws.

Gainesville Outreach "Gainesville Job Corps Presentation to Students"

Presentation  to students and faculty in which we discussed who DBPR is and each Division which falls under the DBPR umbrella. Specifically discussed the Division of Professions and Regulation. Discussed Unlicensed Activity in depth. The Presentation was very well received and garnered great responses from students. Goals were to inform and eduacate students of laws and rules as they apply to various professions.  

Jacksonville & Gainesville Outreach " OSHA & DBPR Alliance

DBPR staff met with OSHA and staff  to exchange information regarding both agencies job duties and responsibilites and how each agency could work together in an alliance to ensure licensee's are in compliance with related laws.

Event was held at Evans Properties as Pre-Harvesting meeting to inform the crew leaders with company wide new information; such as, DOT regulations, safety issues, Minimum Wage problems, leadership issues of crew leaders, expectations from the crew leaders and having an aggreement on the picking prices and productivity of the pickers; cost of the injuries, safety of the workers, Workmen Compensation issues and Evan's decision to use H2A workers for the first time (around 60 workers).

Orlando Outreach "Government Day"

DBPR staff, staffed a booth at the 2011 Government Day held in The Villages Florida.  The Department of Business and Professional Regulation representatives passed out Department literature and had a laptop computer set up to demonstrate the use of the Department’s website.  Hundreds of residents passed through the exhibition hall and many contacts were made.  In addition to consumer contacts, Department of Business and Professional Regulation representatives were able to meet with professional contacts as well.    (ie. Attorney General’s Office, Seniors vs. Crimes, local law enforcement)

Margate Outreach "Margate School of Beauty"

Representatives from the Margate office provided a cosmetology/barber presentation to the students at Margate School of Beauty.  Students currently enrolled in cosmetolgy and barber programs were provided an overview of the inspection process and the rules and regulations that apply to each profession. Positive feedback from both students and teachers.

Orlando Outreach "International Special Events Society (ISES), Greater Orlando

DBPR staff traveled to ISES Meeting on 11/16/2011 to give a presentation on the need to be licensed as a Talent Agency in the State of Florida. Amongst the crowd were licensed talent agencies, production companies, DJ’s, and individuals in the entertainment industry. Investigators Wing and Quintana did a power point presentation on the requirements of being licensed as a Talent Agency and how to report unlicensed activity. DBPR staff answered questions regarding licensing requirements, what our agency does, and when licensing would be required.

Margate Outreach "Hollywood Institute of Beauty"

Representatives from the Margate office provided a cosmetology/barber presentation to the students a the Hollywood Institute of Beauty. Students currently enrolled in cosmetoly programs were provided an overview of the inspection process and the rules and regulations that apply to their profession.

Ft. Myers Outreach "CCCIA Licensing Committee Meeting."

DBPR attended the Cape Coral Construction Industry Association (CCCIA) meeting to provide some quarterly numbers on citations, convictions, etc.  Other topics discussed were Method of Operation (MO) involving Sweeps, Stings, Issuance of Citation and the cooperation of external departments (Law Enforcement Agencies and Building Departments).  Discussed the new policy/mandate for all Sweeps and Stings, that being the creation of an Operational Plan (OpPlan), by not only the Regional offices, but also the assisting agencies in Sweeps and Stings.

Jacksonville Outreach "Child Labor School Presentation."

DBPR staff presented a Power Point presentation of Child Labor Laws. Students were very receptive and interacted with the presentation.

Margate Outreach "Sunrise Lakes Phase 4 Condominium."

DBPR staff presented an informal presentation highlighting what the Division of Regulation does; with a focus on unlicensed activity.

Tallahassee Child Labor Outreach "FSU Graduate School Class."

Discussed the entertainment industry and the impact our Department has on companies involved with this process. The class presented a case scenario, with objectives and solutions regarding shows that produce and film episodes in Florida, and the roll our Department plays when minors are involved. The students enjoyed the discussion and ultimately made recommendations and solutions to the issues the Department faced when involved with Permits for Hire, minors and the entertainment industry.

DBPR staff provided information and brochures to various building departments throughout Pasco County.  DBPR staff discussed ways to help combat/report unlicensed activity and advised that DBPR is always a resource for their department if any problems arise in their respective jurisdiction.

West Palm Beach Outreach "Treasure Coast Economic Crime Association"

DBPR staff made contact with law enforcement to assist in an investigation in the boards the Florida Department of Business and Professional Regulation regulate.

Pensacola School Outreach "Pensacola State College".

DBPR staff provided lecture and presentation of outreach packet regarding Cosmetology statutes, rules, licensing requirements, inspection procedures, overview of discipline, and question/answer period. DBPR staff also performed  mock inspection demonstration in the school's two barbering labs and spoke on inspection related statutes and rules.

Tampa Outreach "Enforcement & Licensing Officials Networking Group (E & L.O.N.G.)".

DBPR staff attended the E & L.O.N.G. meeting hosted by the Pinellas County Construction licensing Board.  Attendees were able to discuss current ULA enforcement efforts and current ULA trends.    

Jacksonville Outreach "Florida State College School of Cosmetology Arts".

DBPR staff gave a powerpoint presentation to the cosmetology students and instructors on salon requirements and sanitation and licensing requirements. DBPR staff addressed operating out of license scope and reviewed the inspection process with students.

West Palm Beach Outreach "Seniors vs. Crime".

DBPR staff met with Seniors vs. Crime Palm Beach County Manager Al Payne and officer of the Attorney Regionl Adviser Wayne J. Picone and discussed educating the elderly community about reporting unlicensed activity, educating about the porcess of the DBPR, and other common scams involving the elderly.

West Palm Beach "Port St. Lucie Building Department".

DBPR staff had a meeting with the Port St. Lucie Buidling Department to distribute requested DBPR pamphlets, bumber stickers and licensure cards. Discussed the possibility of setting up a sting within the city of Port St. Lucie with the help of the building department and local law enforcement.

Tampa Outreach" Area Agency on Aging Polk County".

DBPR staff presented a presentation about DBPR's responsibilities, when/how to contact DBPR for assistance, how homeowners can protect themselves from unlicensed contractors, Q&A session and also provided informational brochures.

Margate Outreach "Protect Yourself From Home Repair Contractor Fraud".

Event was coordinated through the National Center for the Prevention of Home Improvement Fraud.  Speakers included law enforcement, a building official, attorney, insurance specialist, Fema representative,  and local and state investigators. Attendees learned how not to become a victim of contractor fraud etc.

Orlando Outreach "Florida Swimming Pool Contractors Association".

DBPR staff gave a Power Point presentation which included an overview of the agency and the Divisions efforts to identify and eliminate ULA.  In addition to the Power Point presentation Department literature was distributed and demonstration was given on the use of the Department of Business and Professional Regulation’s website.  Audience members were encouraged to use the website and ULA Hotline to report suspected unlicensed activity.  After the Power Point presentation the floor was opened to audience questions. 

Orlando Outreach "Florida Swimming Pool Contractors Association - Central, FL"

Tampa Outreach "Tis so Sweet" Windows Conference (Bell Shoals Church)

DBPR staff gave a PowerPoint presentation on Home Repair Fraud and the pitfalls of using an unlicensed individual. There were two presentations given (3:00 & 4:30 pm).  Each of the Home Repair Fraud workshops was attended by @ 40 people.   In addition to the presentation, Department literature was passed out with information on verifying licensure, filing a complaint, and reporting ULA.   At the end of each presentation there was a question and answer session.

Jacksonville Outreach "Jacksonville Florida Swimming Pool Association Meeting."

DBPR staff presented a Power Point Presentation on the Swimming Pool Specialty licenses and unlicensed activity. Unlicensed activity forum included a  presentation on the ways  DBPR Region III is enforcing unlicensed activity in the area, and ways licensees can aide DBPR with their enforcement. Showed photo's of a sting operation. Provided information and stats on what DBPR has accomplished in the past year in combatting unlicensed activity. 

Tallahassee Outreach "Windrush Village Apartment Complex."

DBPR staff meet with the Manager of Windrush Village Apartments and educated staff on the do's and don'ts of maintenance workers.

DBPR staff spoke with Assistant State Attorney Office concerning the criminal prosecution of unlicensed cases.

Margate Outreach "SALT-Seniorsand Law Enforcement Together."

DBPR staff presented information regarding unlicensed contracting to a senior group in Sunrise. Audience participation included questions regarding what to look for when hiring a contractors. Discussion included the division's efforts to stop unlicensed contractors. Provided brochures and other printed materials to attendees.  

Tampa Outreach " Pinellas County Building Department."

West Palm Beach Farm Labor Outreach "Circle H. Citrus Inc, Pre-Season FLCS Meeting."

DBPR staff educated the Farm Labor Contractors of rules and changes in the laws through enforcement designed to protect the Florida farm workers. DBPR staff explained  the Department’s mission as it relates to Chapter 450, Part III, F.S. (Farm Labor Contractor Registration Law) and our role within it. DBPR staff keyed in on problem areas that farm labor contractors need to pay close attention to such as field payroll, field sanitation,  and transportation requirements.   

Jacksonville Outreach "NE AC Contractor Association."

DBPR staff presented a Power Point Presentation on Unlicensed Sting Operations and educated the audience on the ways  DBPR Region III is enforcing unlicensed activity in the area, and ways licensees can aide DBPR with their enforcement.  Showed photo's of a sting operation.  Gave information and stats on what DBPR has accomplished in the past year in combatting unlicensed activity for 2010-2011. 

West Palm Beach Outreach " Palm Beach Econ (PBE) Crime Unit - Annual Siminar"

DBPR staff met with Assistant State Attorney (& staff) and Economic Crime Detectives from various Palm Beach County Police Departments.  Discussions ensued with Assistant State Attorney's (ASA) and Police Officers re the criminal aspects of DBPR investigations in Auctioneer and CAM investigations.

Miami Outreach "Financial Institutions and Savings Assoc. (F.I.S.A)."

DBPR staff attended the Financial Institutions and Savings Assoc. (F.I.S.A) meeting to network with local, state and federal agencies to hear and learn about new fraud trends and how to combat them.

Tampa Outreach "Pinellas County State Attorney Office."

DBPR staff met with members of the Pinellas County State Attorney’s Office Economic Crimes Unit and discussed the referral process of Department of Business and Professional Regulation cases.

DBPR Staff traveled to Brevard County and spoke with building officials and staff at the following building departments: Malabar, Palm Bay, West Melbourne, Melbourne Village, Melbourne, Melbourne Beach, and Brevard County.  Building department personnel and DBPR staff exchanged information and discussed issues and concerns in the construction industry. 

Orlando Outreach "City of Orlando Building Dept."

DBPR staff conducted an outreach at the City of Orlando Building Department. The audience consisted of the Building Official, inspectors and code enforcement officers. The presentation focused on ULA enforcement, how to use the Department of Business and Professional Regulation web site to verify a license and how to contact the Department to file a complaint.

Child Labor Outreach "Party City"

Employer training presentation was used to educate store managers of the Florida Child Labor Law. All aspect of the law were covered: hour limitations, breaks, waiver forms, hazardous occupations, violations, proof of age, etc… 

Jacksonville Outreach "Flagler County Building Dept."

DBPR staff conducted an outreach and met with Flagler County Building Officers and discussed unlicensed activity in the local area.

Miami Outreach "Building Officials New Laws"

Miami Office participated in the Miami-Dade Building and Neighborhood Compliance in discussing new laws affecting Home and Mold Inspectors related FS 468.603.

Jacksonville Outreach "Regency Beauty Institute"

DBPR staff met with the Campus Manager of Regency Institute regarding how to report unlicensed activity  in the Cosmetology and Barber professions and DBPR's inspection process. 

Orlando Outreach "UCF Athletics Association" University of Central Florida

DBPR staff discussed enforcement efforts for athlete agents with UCF Athletics Association Compliance Department and discussed Athlete Agents rules and procedures

DBPR staff conducted an outreach and answered questions in regards to licensure and complaint process. The outreach was held at the James L. Knight Center 400 SE 2nd Avenue, Miami, FL.

Gainesville Outreach "Lake City Building Dept."

Per a request DBPR staff with a County Commissioner and his assistant, the City of Lake City Building Official and his Code Enforcement Officer, and the Columbia County Building Official, including his staff to discuss ULA in the Columbia County area.
