Community Association Living Study Council
Created by the Florida Legislature in 2008, the Community Association Living Study Council consists of seven appointed members. Three members are appointed by the Governor, two members are appointed by the Speaker of the House of Representatives, and two members are appointed by the President of the Senate. An ex officio nonvoting member is appointed by the Director of the Division of Florida Condominiums, Timeshares, and Mobile Homes. The Council is created as of October 1 every 5 years, and exists for a 6-month term.
Functions of the Community Association Living Study Council:
Receive input from the public regarding issues of concern with respect to community association living, such as living in condominiums, cooperatives, and homeowners’ associations, and make recommendations for changes in the law related to community association living. This includes, but is not limited to, the rights and responsibilities of unit owners in relation to the rights and responsibilities of associations.
Review, evaluate, and advise the Division concerning revisions and adoption of rules affecting condominiums and cooperatives.
Review, evaluate, and advise the Legislature concerning revisions and improvements to the laws relating to condominiums, cooperatives, and homeowners’ associations.
Recommend improvements, if needed, in the education programs offered by the Division.
The Council may elect a chair and vice chair, and such other officers as it may deem advisable.
The Council will meet at the call of its chair, at the request of a majority of its membership, at the request of the Division, or at such times as it may prescribe.
A majority of the members of the Council will constitute a quorum.
Council action may be taken by vote of a majority of the voting members who are present at a meeting at which a quorum is present.
