Welcome to the Department of Business and Professional Regulation’s unlicensed activity Web page. This page is designed to provide information about the dangers of hiring unlicensed individuals, ways to report unlicensed activity, how to protect yourself, and the consequences of working without a license.
Unlicensed activity threatens the financial and personal safety of consumers, as well as the livelihood of state-licensed professionals. Unlicensed individuals often underbid licensed professionals, but they do not carry workers’ compensation or liability insurance. Consumers can pay dearly with little recourse when working with unlicensed individuals.

Dear Friends:
I have heard from consumers and our licensed professionals, and I recognize the profound effects of unlicensed activity. The department executes a three-tiered approach to combat unlicensed activity through education, prevention and enforcement.
Education and prevention efforts include a public awareness campaign consisting of television and radio public service announcements, educational brochures, Google Ad Words and online advertising, and bus and movie theater advertisements. Enforcement efforts include sweeps that consist of checking licenses to ensure compliance with state laws, and stings that involve undercover operations where known or suspected unlicensed individuals are targeted.
Overall, the goal at DBPR is to bring people into compliance with state laws, not to put people out of work. Ultimately, our efforts to stop unlicensed activity will strengthen Florida's economy and protect consumers.
