The Bureau of Farm Labor
Ensures, checks, and investigates that farm workers are protected from harmful work situations and exploitation through a system of compliance.
The mission of the Bureau in conjuction with the Departments mission is to "License Efficiently and Regulate Fairly". In pursuit of our mission, through a program of Education, Enforcement and Administrative initiatives, the Bureau of Farm Labor will promote and ensure compliance with farm Labor Laws, Rules, and Standards, thereby enhancing and promoting the welfare of Florida's agriculture and farm workers.
Eligibility Requirements for the Florida Farm Labor Contractor Certificate of Registration
Applicant Must:
- Be at least eighteen (18) years of age.
- Be a United States citizen or legally authorized to work in the U.S. (U.S. citizens also include those born in Guam, Virgin Islands, Puerto Rico and the Northern Mariana Islands. Nationals of the United States include those born in American Samoa, including the Swain Islands)
- Receive a passing test score on the State Exam.
- Pay the non-refundable $125.00 application fee.
- Designate a registered agent (someone who agrees to receive service of process and other official or legal documents on contractor’s behalf).
- Complete an Application for a Farm Labor Contractor or Farm Labor Contractor Certificate of Registration, WH-530 (6/98), (See instructions) and an Addendum to Application for a Farm Labor Contractor Certificate of Registration, DBPR FCL 1004. An applicant for a Florida certificate of registration must hold a valid federal certificate of registration as a farm labor contractor or farm labor contractor employee.
- Be fingerprinted on Form FD-258 (Revised 12/82) by someone trained in fingerprinting. Fingerprints are good for three (3) years.
- Have no conviction within the past five (5) years, under State or Federal law, of any of the following crimes: A) Any crime relating to gambling, or to the sale, distribution or possession of alcoholic beverages, in connection with or incident to any farm labor contracting activities; or B) Any felony involving robbery, bribery, extortion, embezzlement, grand larceny, burglary, arson, violation of narcotics laws, murder, rape, assault with intent to kill, assault which inflicts grievous bodily injury, prostitution, peonage, or smuggling or harboring individuals who have entered the United States illegally.
- Have no outstanding state or federal civil money penalties and no delinquent unemployment or employment taxes.
About the Florida Farm Labor Contractor Test
The Florida Farm Labor Contractor Test consists of 60 true/false questions. It may be taken in English, Spanish or Haitian-Creole and may be oral or written. You may take the test as many times as you need to pass it but you must pay the $35.00 testing fee each time.
Once you pass the test you do not have to take it again unless you receive a final order resulting in a fine, revocation, suspension or refusal to renew/issue your state license.
IMPORTANT INFORMATION:
As of March 1, 2007, DBPR is no longer processing applications for Federal Certificate of Registrations. To apply for the Federal License, submit your applications and supporting documents to:
