The Post-Examination Review Process Overview
The post-examination review process is designed to allow each candidate who sits for and fails an examination developed by the State of Florida the opportunity to review the examination questions, answers, grades and grading key used for that examination. Original exam books are not retained. It identifies to the candidate exactly which question was missed and the correct answer for that question. The review session may be conducted in Miami, Orlando or Tallahassee, depending on availability of sites and staff. The fees for this service range from $25.00 to $150.00, depending on which professional examination is being reviewed, national examination reviews may cost more or may not be allowed. Reviews are usually completed within six to eight (6-8) weeks after the mailing of the original grade report. All examinations review requests must be submitted within 21 days from Grade Report mailing date.
IMPORTANT NOTES:
1- Candidates who submit challenges can expect a response to those challenges within about 4 weeks. In order to maintain the confidentiality of the examination, the only response candidates will see is “credit” or “no credit”. No details of subject matter experts or consultants can be revealed.
2- Construction candidates wishing to review their last exam administered must submit their requests 21 days from Grade Report date and cannot participate in a review during the twenty-one (21) day period immediately prior to their next examination attempt.
The Post-Examination Review Process is for Pencil and Paper Exams, some national vendors do not offer this service.

Candidates taking a computer-based examination review through Pearson VUE will be required to pay at the time the Review is scheduled, either through Pearson VUE web site or toll free line. Pencil and Paper Examination Review
- Dissemination of Information
Each candidate who takes and fails a State of Florida developed examination is given an Informal Review and Formal Hearing Information Sheet. This information sheet is distributed along with failing Grade Reports. It outlines the review process, fee, method of payment, and time frames involved in requesting a review.
- Department Receipt of Review Request
Requests for a review must be received within a specified time period (generally 21 days) from the mailing date on the original Grade Report. Once a candidate's timely request for review is received, a file is developed. The mailing address for requests:

The file will contain the review request, candidate's grade report, answer sheets and any pertinent material to be used during the review session. The answer sheets, (some national exam do not supply answer sheets as part of the review process, candidates will have to pay an additional fee to receive a copy of handscored answer sheet, are then scored by hand to verify the original grade that was reported. Once the score has been verified, an appointment letter will be mailed to the candidate. This letter will contain specific information concerning the date, time and location of the review. Guidelines governing the review session and a map will accompany the appointment letter.
- The Review Session
The review session is considered to be an extension of the examination administration. Only the candidate may attend the review session. Proper identification is required to obtain entry. There will be no talking or note taking of any kind. Candidates are usually given one-half of the exam administration time. For example, a 2 hour and 30 minute examination will only receive 1 hour and 15 minutes to review. Candidate will not be able to see their original exam book since it is not retained, after the exam.
- The Challenge Process
Written challenges are accepted for DBPR developed examinations. Candidates are given an opportunity during the review session to note in writing, any objections they have to questions answered incorrectly. Such challenges are reviewed by Bureau of Education and Testing Psychometrician and Subject Matter Experts to determine validity of the challenges.
At the conclusion of the review session, candidates are given a date in which they may expect a response to their challenges. On average, the response time to challenges is approximately 4 weeks. Due to the confidential nature of the examinations, the only response you will receive is “credit” or “no credit” for each challenged question. Credit will only apply to the candidate who reviewed and challenged.
- The Administrative Hearing Process
After receiving the Bureau of Education and Testing response to the challenges previously submitted and since a candidate who fails a licensure examination has been defined as a substantially affected party, the candidate may petition for an Administrative Hearing before the Division of Administrative Hearings pursuant to Section 120.57(1), Florida Statutes. Candidate will have the chance to review the questions missed and challenged again along with the candidate attorney or Subject Matter Expert to prepare the case. The completed file will be made available to the candidate and his defense team on the day of the Hearing. This hearing is much like a trial and the candidate will have the responsibility of presenting witnesses to any facts that prove the unfairness or invalidity of the examination. The administrative hearing process is at times lengthy. On average, it may take approximately ten to twelve (10-12) months before a final order is issued.
