State Pilot License by Examination (BOPC 1)

State pilots are licensed to bring vessels in and out of Florida ports. Individuals who seek to become licensed as a state pilot in a Florida port must complete this application. All applicants must have completed all but the final three months of the port-specific deputy pilot training program before being allowed to take the state pilot examination.

Application Requirements:
  • EDUCATION/EXPERIENCE: Applicants must be in the final level of the port's deputy pilot training program and must have completed all but the final three months of the port's training program before they submit applications to take the state pilot examination.

  • EXAMINATION: Applicants must take and pass the state pilot examination. For information about the examination, including dates, locations, and references, visit the Examination Information webpage.
  • PHYSICAL EXAM: The Merchant Mariner Physical Examination Report must be submitted with the application.

  • DRUG TESTING: A current drug test or documentation verifying that the applicant has been subject to a random drug testing program for the last 6 months must be submitted with the application.

  • FEE: Pay the required fee as provided in the application. If applying online, you can pay with a credit card or electronic check. If mailing your application, please include a check payable to the Department of Business and Professional Regulation.
