Nail Specialist Registration by Endorsement (COSMO 4-A)

A Florida specialty registration is required to perform manicure, pedicure and nail extension services. If you hold a manicure/pedicure/nail extension license in another state, or the United States territories of Samoa, Guam, U.S. Virgin Islands, or Puerto Rico, you may be eligible for endorsement in Florida. Out-of-country applicants, other than applicants from the U.S. territories listed, do not qualify for endorsement.

Application Requirements:
  • ENDORSEMENT: Attempting to qualify for licensure in Florida by holding an active license in another state whose requirements for licensure are comparable or more stringent than Florida requirements.

  • AGE: Specialty registration applicants must be at least 16 years of age or have received a high school diploma.
  • EDUCATION: All applicants attempting to endorse an out-of-state license must have completed educational hours, comparable or more stringent than those required in Florida. Florida requires completion of 180 educational hours.

  • HIV/AIDS COURSE: Complete a board-approved Initial HIV/AIDS course and submit the course completion certificate with your application. The HIV/AIDS course must have been completed within two years prior to submitting an application and must be at least four hours long. For more information, please refer to our list of board-approved Initial HIV/AIDS Courses.

  • OUT-OF-STATE LICENSES: All applicants must provide a certification of licensure from the state where the applicant holds a current and active specialist license/registration. Certification must verify a current and active license and the number of educational hours completed. Submitting a copy of your license will not meet this requirement.
  • CERTIFICATE OF COMPLETION: Submit a copy of the Certificate of Completion from the approved specialist training program.

  • EXAMINATION: You do not have to take the Florida cosmetology examination for this registration.
  • FEE: Pay the required fee as provided in the application. If applying online, you can pay with a credit card or electronic check. If mailing your application, please include a check payable to the Department of Business and Professional Regulation. Military veterans, their spouses and Florida National Guard members may be eligible for a fee waiver, fee reimbursement, and/or fee discount. Please visit our DBPR Military Services page for more information.
  • APPLICATION: Complete the application by clicking on the "Online Services" link or the "Printable Application" link at the bottom of the page.
