Retail Tobacco or Nicotine Products Dealer Permit (RTPD/RNPD)

A Retail Tobacco Products Dealer (RTPD) Permit authorizes the retail sale of tobacco products and nicotine products to consumers. A Retail Nicotine Products Dealer (RNPD) Permit authorizes the retail sale of nicotine products ONLY to consumers. Applicants should review the items listed below to request a new permit or update existing permit information.

Application Requirements:
 
  • DISCLAIMER:  Applicants may be required to provide additional requirements that are listed in the instructions on the form.
  • FEE:  Applicants for a Retail Tobacco Products Dealer Permit must pay a $50 fee. There is not a fee for a Retail Nicotine Products Dealer Permit.
  • APPLICATION:  Applicants may complete DBPR ABT-6028 (available as either an online form via the Online Services button below or a fillable PDF form via the Printable Application button below).  If you already have a copy of the detailed instructions, you may prefer to obtain the form without the instructions in ABT-6028 PDF.
  • SECRETARY OF STATE: Submit Secretary of State/Certificate of Status, if applicable.
  • SUBMIT APPLICATION:  Applicants may submit your application online via the Online Services button below (RTPD/RNPD).
